Council of Bureaux


The Council of Bureaux aims at coordinating and overseeing over the whole of the COMESA Yellow Card Scheme operations in the region.

Management Committee


The Management Committee is responsible for overseeing the management of the operations of the Yellow Card Scheme.

Information Technology Sub-Committee


The Sub-Committee is responsible for the design, development, implementation, operation and security of the Yellow Card Scheme platform and the digital administrative, financial and procurement operations of the Council of Bureaux and its organs. 

Finance and Investment Sub-Committee


 The Investment and Finance Sub-committee advises the Council of Bureaux through the Management Committee (MC) of the Yellow Card Scheme, on policy and strategies related to the management of the Council of Bureaux Finance, Investment funds and assets. The main objective of an Investment and Finance Sub-committee shall be to ensure prudent management of the Council of Bureaux Finance and investment funds. 

Council of Bureaux Secretariat


Provides technical support and advisory services to the Member Countries through the National Bureaux, in the implementation of the Yellow Card Scheme, the Protocol and the Charter Regulating the Council of Bureaux of the Yellow Card Scheme.

COMESA Yellow Card Scheme Re-insurance Pool


Provides , among other things, reinsurance cover for Yellow Card risks underwritten by Issuing Bureaux and Clearing House Services for reimbursement of claims payment transaction between Handling and Issuing Bureaux

National Bureaux


A government designated agency in each Member State that is responsible for the management and control of the COMESA Yellow Card Scheme in their own countries. The National Bureaux are the focal point, representing motor vehicle insurers in each Member country which are members to the Scheme. They have two prime functions: Firstly, as an agency for issuing Yellow Cards and; secondly, as an agency for handling claims on Yellow Cards issued by other National Bureaux.
